Are thee other logs showing this too, check distmgr.log, policypv.log,
offermgr.log. I worked with PSS on an issue earlier this year where I had
the same problem on some servers after upgrading them from SMS 2.0 to SMS
2003. It turned out that the reason was incorrect ACL' under the
HKLM\Software\Microsoft\SMS registry key probably caused by running ACLRESET
under SMS 2.0.
The problem was related to that inbox manager creates an lock key under
HKLM\Software\Microsoft\SMS\Inbox Source when it processes, but because of
the wrong ACL's it wasn't able to delete that key after creating it. Most
likely - if you see this lock registry key you are suffering from this
problem.
