How many sites do you have? You could try restarting the machine (not just
smsexec but the whole thing)... keep in mind though that it will take a
while for it to start back up because you have a lot of files in your inbox
(could take hours).
PS: This issue could occur if you're either out of disk space or if someone
has a file or a dir locked.
