Hmm. Check smslogon\sites on all of your DCs and verify that both site codes
(for old and new sites) appear beneath it as folders, and that the file
\smslogon\sites\<site code>\netconf.ncf exists for both site codes. Open
netconf.ncf with notepad and verify it contains the boundaries specified in
the sms admin ui. This is what determines the initial site to which a new
client belongs. Does the boundary encompassing the new clients' ip addresses
appear in both sites (ie overlapping boundaries) or just one? If one, which
one?
