The Report Viewer and the Admin UI connect to the
SQL database in different ways. The Admin UI connects
via the SMS Provider.
As Evan mentioned please check if you are a member of
the "SMS Admins" group as you need to be in this group
to access the SMS Provider.

Also check the AdminUI.log if it indicates any errors.
