>From the error it seems like the Reporting Point Host
service has failed to start.

Go to the following directory

...inetpub\wwwroot\SMSComponent

check that Administrators have read&execute permissions
to this folder.

open a command shell window and run the following command

SMSRPH.exe /service

Try to launch the Report Viewer again
