Don't understand why you had a problem with RWL as primary site; it's fine
to have 2 primaries in same w2k domain when they are on separate machines.
Was the RWL primary a child of RPL at any point (thinking having a child
primary, later replaced by child secondary with same site code, may have
confused it)?
Have you ever tried to create a remote cap of RWL on RPL site server, or
vice versa?

Site installation straight from the SP5 install files. That all seemed to
work so I configured the site with the same settings as RPL added in the
Address and Senders and that is where I am to now.
