The below article is for 2003 but I suspect it is the same for 2007.
Thin line is displayed and printed around the object when you apply a
combination of a border and a fill to the object in Publisher

Have you attempted to crop the line out? Or opened it in an editing program such
as Paint and erased the line?

I'm trying to create a jpeg file copying a page of a Publisher 2007 document
so I can change its size and reuse it elsewhere. The jpeg file has an
unwanted thin line border on left and top. Why? How to get rid of it?
