Sorry for the confusion. I am trying to create a web site!
I think you found the problem. Eureka!!!
Yes the link points to a folder on the C: drive.
This is the same folder which has the pub web site files.
I uploaded all the files together to the server.
The PDF file was also uploaded to the same server.
How do I tell publisher where the file is now located?

The Link hyperlink on the site you posted goes to your C drive. It needs to
go to the website address where the Sample.pdf file is located. If you want
the link to be connected to your C drive, it isn't going to work because no
one has the means to connect to your computer.

To try it explain better, I created a sample web page and link which can

The site lists the steps used to create.
The link is there but doesn't work although the task bar shows the proper
address.
I think I am following instructions correctly. If not please tell me what
steps to change as shown on the web site.

I have a simple text paragraph plus a LINK to a separate PDF file.
I do the hyperlink steps to link to the PDF file
I convert this to a web publication and as save as htm file.
I then upload to the web.
If I do this in Word (2007) all is OK.
When I do the same steps in Pub 2007, the link to file shows the
address
but
does not work (open).
Appreciate any ideas as I have tried this over and over again.
