Check the options under View > Pictures. If you have "Fast Resize &
Zoom" turned on, then the pictures become fuzzy on import to allow the
publication to display quickly. They will still print at full quality.
If you don't have Fast Resize and Zoom selected, I suggest you check
your video driver (instructions at the fourth FAQ at
http://ed.mvps.org/Static.aspx?=Publisher/FAQs.htm).
