11" x 17" isn't A3 sized, it's US Tabloid sized.

A3 size is 297mm x 420mm.

You fail to mention your version of Publisher... In Publisher 2003 and 2002, go to File > Page Setup > Printer and Paper. Set the paper size to the size you are using (either Tabloid or A3). Then go to the Layout tab, and select Booklet.

In Publisher 2007, you have to go to File > Print Setup and set the paper size to the size you are using (Tabloid or A3). Then go to File > Page Setup, and set the layout to either A4 booklet or Letter booklet (these sizes refer to the finished page size rather than the printed paper size).

also, how can i set mspublisher to print without borders?

Publisher only prints what your printer can print. You don't "set Publisher up" to print borderless, you set your printer up...

in my printer setup, there is a borderless settings. problem is, if i select that, some of the layout will be cropped out in the borderline.... so it looks like the layout is magnified which some words in the rightmost and leftmost are cropped out.

You could try resizing your document slightly so that the enlargement brings the edge of the document to the edge of the paper. Or see if there's an option to adjust the amount of overspray.

also, in the middle of the newsletter (as a centerfold), il be printing a map that consists of two pages = 1 A3 size. how can i do this that when i print it, it will not be cut short in the middle.

Simply place the map onto the booklet page.
