Yes, using hyperlinks. Use Insert > Hyperlink, choose "Place in this
document". Or do you mean into a single file? You could try creating a
Web Archive (.MHT file) which is a version of HTML that contains
multiple HTML files and supporting content. Or you could use a PDF
(highly recommended for single-file cross-platform-compatible file
distribution).
