publisher 2003 part of office 2003 pro?

Just want to make sure. We have Office 2003 Pro site licenses. I
noticed Publisher is part of the disc. So its part of the license?
Before I had the disc in my possession, I heard publisher was separate
and needs its own license. I am not sure about this now.
