will try to help you trouble shoot your issues.

When you post your questions, please include answers to the following:

What version of Publisher are you using?
Have you double checked with your web host to see if you have the correct
FTP or HTTP URL? Are you including any spaces and matching the case as
provided by your host?
Which uploading protocol are you using, FTP or HTTP?
If you are using FTP, what FTP client are you using?
Are you having this problem from home or work?
You said that you don't have a firewall...what are you using for your
antivirus?
Are you prompted for the server login?
When in the process are you getting the error message? Is it before or after
the prompt for login?
Have you tried using the uploading tool/method provided by your host,
usually on a control panel?
Have you read your host's instructions on how to upload?
Have you contacted your host support that you fail to ftp in and sent them
the error?
Are you sure that you tried each step in the article How to trouble-shoot
Publisher web upload issues that Mary referenced?

I went to suggested sight, downloaded the information, followed step by
step
and this is the error message I continue to get:

This error message is usually associated with an attempt to access an FTP
(File Transfer Protocol) web site through a fire wall/proxy server and the
proxy settings are not set correctly to gain access.

I am using FTP to publish my Website to the internet. I have created
the FTP
site but when I go to Publish to the Web it says it can not access
because I
