Yes, provided you have a license for it.

Office XP Professional with Publisher 2002 was only sold retail in a special
package containing a mouse.

Office XP SBE and Office XP Professional with Publisher 2002 (without mouse)
were sold under OEM licenses, and are tied to the original computer with
which they came.
