Okay, I figured it out, Copy the letterhead, paste it to the master page. Delete the
letterhead on the Publication page. Change the margins on the arrange menu to 1.25
left, 2 inches top. Create a text box on page one, insert a new page, tick "create
one text box on each page". Link the text box on page one to the text box on page
two. Paste your text on page one, Publisher will automatically create text boxes and
pages.
