For print output I'd recommend 300 dpi.
For web output 96 dpi.
The larger the original image the larger the pub file, personally I
recommend having them close in size to what you want leaving only minor
sizing adjustments to be done in the document. With a web publication that
is a must.

Publisher 2003? If the resulting file size is no object and if the only
concern is the quality of the printed document, should all images be
converted to 150 DPI? Should they be resampled to approximately the same
size as will appear in the publication. Is there any advantage to
oversizing them? Again, if quality output is the only concern, is there an
advantage to embedding or linking the images?
