IMO, I recommend starting with FrontPage 2003 (because you can end with
using FrontPage 2003). Publisher is designed for small businesses and
home offices that want to create printing materials, and THEN possibly
upload a consistent site to the web.

FrontPage 2003 is for beginners and advanced, has tremendous community
support for ALL of your publishing questions. However, you will need to
get your own domain and web server, use the free web space provided by
your ISP, or use a free website such as you mentioned, GeoCities for
your website.
