I am responsible for that error (sorry) I had you write an absolute link for the pdf files. On the net it will work but not on your computer. If you change the link to a relative link "/downloads/XXX.pdf" without quotes it will work on your computer and the net.

I created a sub-folder in my new main folder (HOA WEBSITE) for my .pub file,
called, "downloads."

Inside of "downloads," I placed copies of <<all four>> of my .pdf files.

The first hyperlink to the bylaws .pdf file is shown as:

The file name of the same file in the sub-folder "downloads," is named:

When I double-clicked on the new "index.htm" file inside of HOA WEBSITE, up
comes a copy of the website as it will look when published.

Everything works fine, except the .pdf files

When I click on any of them, I get the following message:

You are the owner of this web site and you have not uploaded (or incorrectly
uploaded) your web site. For information on uploading your web site using FTP
client software or web design software, click here for FTP Upload Information.

QUESTION: Maybe <<placement>> of the new "HOA WEBSITE" and its sub-folder
"downloads" on my C-Drive stem is causing the problem?? Maybe this new main
folder and the sub-folder should be placed below:

Computer
Local Disk (C:)
DVD RW Drive (D:)
Removable Disk (E:), and so on?

It is now below "Desktop," which is at the top of "My Computer" stem, and
among the folders for "Thom Sepic," which includes such folders as .java;
AppData; Application Data; Contacts; Desktop; Documents; Downloads;
Favorites; HOA WEBSITE (with the sub-folder, downloads); Links, etc.

Otherwise, I am at a loss as to why I can see all the "new" changes I have
made to my .pub file for the website when published, except the four .pdf
files.

Looking over your site it appears that you have the publisher program
publishing all you web files to one directory, I do not see the
"index_files" directory being used and that is OK. Your site looks good and

To clear things up I have a few suggestions:

1. Delete all the htm files that you created on your computer hard drive
(so you don’t get an old one accidently)
2. Create a new folder on your hard drive (any name will do) let's call it
HOA for now
3. Open your pub file using publisher and modify the links for your PDF
files to read "http://www.lcn-hoa.com/downloads/XXX.pdf"; without the quotes.
XXX will be different for each PDF file (remember NO spaces please)
4. Using "Publish to the web", publish you files to the new folder HOA
5. Create a sub folder to HOA (any name will do) let's call it "downloads"

6. Rename you PDF files to match your links and place them in the DOWNLOADS
folder
7. Go back to the HOA folder. Double click on the index.htm file. This
should bring up the web site on your browser. Go through your site and
check it out. Try the PDF files. If all works the way you want got to step
8. (if not get back here and we will figure it out)
8. Using filezilla, log onto your server. Create a folder on the server in
the root directory named "downloads" without the quotes and all lower case
letters.
9. Using filezilla, transfer the files in the HOA folder on your hard drive
to the root directory on the server
10. Using filezilla, transfer the PDF files form the DOWNLOADS folder on
your computer to the downloads folder on the server.

AND don't feel that you are dense as you are asking GOOD questions. We all
started out that way and with a little help we got better as you will too
soon.
