Navigation Bar Disappears in Web Preview Mode

My website (created in publisher 2007) was previewing OK but now when I
preview it both bottom and vertical navigation bars are not appearing. The
rest of the site seems to be fine.

I have tried to start again by creating a new template but the same thing is
happening with a brand new site.
