It kind of depends on the scope of the project.
Which version of Publisher are you using?
How many pages?
Do you have a hard copy version of a training manual now?
Have you seen another training manual already online that you like and want
to emulate? If so, post a link to it.
Have you looked at the templates in Word? There are templates for manuals
that could be adapted. Consider:
