It sounds like you have experience using a code editor or more specialized
web building programs, and will likely continue to find Publisher's web
building capability too limited.
Background music - because that is the way Publisher is designed to work.
Tools > Web Page Options and Background Sound.
Publisher is a DTP with limited web building capability and is intended for
simple, small static websites. It is not a code editor. If you want fewer
limitations or a code editor, then look to Web Expression, which replaced
FrontPage, or some other program.

why cant i add a link from file saved on the web in the background music,

says it can only add from local drive, that is horse $#%. and why do they

have a tab with the html code (code viewer) so i can go and change that
easy.
publisher seems to be lacking a lot for web design.
