You can also try changing the encoding. Tools > Options > Web tab and under
Encoding choose Unicode (UTF-8).

They probably aren't random. When you convert your text to a web page the
quote and apostrophe marks will convert to question marks. You can avoid
this by going into autocorrect and unchecking "Straight quotes" with
"smart quotes"

I've designed a website using one of the templates in publisher (Office
suite
2003). I find that when I post it to the web, question marks '?' appear
randomoly over the page. Any answers to how to solve this problem as they
do
not appear during editing, only when posted to the web..... The font is
verdana.
