Not enough information. Which version of Publisher? When you preview your
page are you talking about doing a web page preview from the Publisher doc?
If you are talking about how the page looks after you upload it to your
host, then please provide us a link to the page. Which browser are you
using, and which version are you using to view your page? What operating
system are you using? Answer the questions, and we may be able to help you.

I am trying to build my website and everytime I go to pre-view the page the
first picture and html box are perfectly placed.

All others are spread out everywhere...nothing is where I placed it in the
publisher builder.

any suggestions on how to fix this problem?
