Publishing to web, will not connect to FTP site - sporadic

Me again,
To say more of what is happening. When I try to connect to the FTP site
I get a blank window, like its an empty file. If I try to save to it it
says that its a read only file. The few times I've actually connected
right I get the folders the provider has supplied and I can save to the
root folder. I am averaging about one connection to every 20 or so
tries! I've modified the FTP site and deleted it and put it back in
again to no avail.
