Publishing to the web

I have created a website in Publisher 2003 and have published it to my
website (www.ca-texas.org). However, only people that access the website
through internet explorer are fully able to utilize the site and maneuver
around properly.

How can I correct this so that ANYONE (firefox, netscape, etc.) using any
webbrower can fully access my website?
.
