Klay,
I don't know how Publisher works so I'm guessing. When you create a link, does a menu open to ask you what page/file/site you want to link to? If so, select the correct one.
Also, if Pub gives you a chance to name files (Maybe under File/Properties or Page/Properties) you could change the page name there. Otherwise, you may need to open the html file in Notepad or a similar text editor and manually change the name.
