Publisher has a lot of limitations. It's not intended to "design a web site".
It's design intent is for a small business to be able to create their printed
materials of their business and then publish that same design to the web.
It's intended to give a small business "a presence" on the web with a simple
site of about 10 pages.
As for your local pc issues, I frankly have to clue. I changed my monitor to
various resolutions inlcuding 1024x768 and had no issue with your site. But I
don't have magic powers to know what browser you are using. Different
browsers will render pub pages differently.
FrontPage shouldn't give you any grief at all. If it is that may indicate
you have a larger issue that isn't even Publisher related.
