In Pub 2000 you select the picture > format > Picture frame properties. At
the bottom you will see where to add your alt text. Are you saying that in
Pub 2003 you found where to add your alt text, but when you preview the
page, the alt text does not show when you hover over the image? If so, try
removing your border on one of the pictures, and see if that works.

And my two bits worth about your images, the colors seem fine, but the focus
or sharpness could be improved. I captured one of your images and used the
Quick Fix in Photoshop Elements to apply the Auto Focus, and noticed an
improvement in the lavender plants. Perhaps work on your original images in
Photoshop.

Alternatively, some have reported here that you get better results if you
write an html link to your original image file and upload the image file
rather then inserting it into the document. Here is a description of the
process. Ignore the reference to Pub 2000:
