You didn't say which version of Publisher you are using, so start with
reviewing the FAQ:
http://www.publishermvps.com/WebDesign/FAQ/tabid/30/Default.aspx
Then from that page go to your version of Publisher via the menu, and read
the different articles on publishing your site.
