lost links when saving down

Hey thanks in advance.

I am using 2003 and saving down to 98 to publish the files to upload to my server because I have been whining about the loading time using the site published from 2003. 98 has much worse quality of images but could be reasonably loaded using dial up. OK, Fine.

This process worked fine the last time I did this, I had to fix some things mostly text in 98, no big deal. (we are always tweaking and adding to the site)

The last time I ran through the exact same process, when I opened the down-saved version in 98, none of my text links worked, only my navigation bar and some image links.

My first thought was that I just had to re-insert my links but they were all there in the hyperlink dialog as if nothing were wrong.

This process was working well because I like the relative usability of 2003 but 98 had the code that could be read by our market. I would hate to lose that until we are ready to step it up when we decide to.
