is uploaded, document however uploads successfully to the PWA document
library.

This is purely an annoyance, no functionality is lost.

Troubleshooting steps taken so far:
Check and recheck all security permissions.
Create new library, test upload, same error message.
Created a new view, tested, same error message.
Only affects project sites, SharePoint sites do not have this issue when
uploading documents to a document library.
