Not directly in the way I presume you are looking for.

Use Project to track the planned project deliverables associated with working the issues and risk mitigations. Plans/assignments for working issues and mitigating risks ought to be in the project plan (and budget!).

I find it strange calling "SharePoint an interference ... I consider SharePoint a great resource. You could use SharePoint (outwith Project Server and EPM) as a great place to keep the lists Risks and Issues to help with the visibility.
