Hello Jerry,
There were a number of problems with password protected files in the
non service packed version of Project 2007.
As a first step -- please confirm you have Project 2007 Service Pack
2 installed. If you still have Project 2003 available to your
users, also please ensure you have Service Pack 3 installed to
Project 2003.

also, it will not recognize the previous password. but, if save
as a 2003
version, it will work properly.
how can we use previous files as templates and save in version
