Just to be complete, it wasn't directly an admin rights issue.
Our IT
department set my user rights with a Registry Profile entry which
prohibited
the change in default setting in Project. Now that the Profile
entry is
removed, I am able to make the default setting stick.

Thanks for the info. It helped me determine that the "Save
Microsoft Office
Project files as" option only works when I have administrator
rights on my
computer. Based on the user rights I have been assigned by our
IT
department, when I log in as a user, the option is not saved.
So
it appears
that I will have to work through my IT department to resolve
this.
