I have the same problem.
I've uninstalled and reinstalled Project; and deleted Global.mpt. Still no
luck.
I am an administrator on my machine, and just get a blank shell when
starting MS Project 2003.
Selecting different views does nothing - still blank space. The items in the
Insert menu are greyed out.
Any ideas?

Hello Ian,
The default template is the Global.mpt file. Try exiting project, rename
the existing Globa.mpt file in the user's directory and restart project.
That will create a new global template.
