If you select the task that is not cooperating, can you update just
that single task and move the remaining work? What version of Project
including service pack?

We have both of those options selected. Additionally, we executed
"Update
Project" for the entire project to move remaining work forward of
the status
date. Not all in-progress tasks have one of the problems, but I
can't
identify commonality among the ones with a problem.
