Portfolio Server Attribute Mapping Configuration Error

When configuring Attribute Mapping in the Project Server Gateway section of
the deployment guide I get an error when I try to add a Mapping Template and
select the Gateway that I setup.
"The request failed with HTTP status 401: Unauthorized."

I look at the event log on the Project Server and it shows the following in
the Application Log:

Is this an NTFS permission error or does one of these accounts need access
