The message will be largely the same. A message box will come up saying identifying who has the file open and giving the option of opening it in read only mode.
Confusingly, irrespective of what you do, it will almost certainly ask you if you want to save it when you close it, irrespective of whether or not you have made any changes to the plan.

What form will the notification take? Is it email? Broadcast?.

This is the default behavior. If someone else is editing a file, when you go to open the file you should be receiving a message stating "This file has been locked for editing by [UserID]" You are given the opportunity to open Read Only, to modify, or notify when available.
You will not be able to view this behavior yourself.... when you open the file a second time, it just reverts to your own copy already opened.

How can I configure a project plan so that only one person can edit it at a time and the person who wants to edit it will know who is working on it. I was abole to do it in Excel, but I can't seem to work that magic here. PLEASE HELP.
