I'm afraid I don't see a way of accomplishing what you ask for.

When our users click "File" >> "New" >> "On my computer.." to select
an
icon, it always defaults to showing the templates using large icons,
making
the names difficult to read. We must click on the 'list' button above
the
preview pane to display the templates as a list.

Is there any way to configure Project to do this all the time???
