Sure, Project can do all that.
There is a chance you can find someone like that. Probably most people who
use project on a regular basis should have these skills.

I have a manager who is looking for someone to perform the following job.

Need someone with experience with running macros off of an MS-project
plan,
producing slip task reports, producing stoplights, filtering, resource
allocations and leveling, predecessors and dependencies, etc.
Resumes need to show how adept they are with continuous manipulation of a
multi-thousand task plan, integrating plans, updating, etc. I would like
to
gauge how comfortable they would be in a position within an aggressive
PMO,
with responsibility for continuous monitoring/tracking/reporting upon
status/risks/issues/changes/errors and more.
