In addition to the viewer, there has been the ability to use email as the
method of assigning and responding to tasks since 1995. It previously
required a free add-in that needed to be installed on the desktop of
everyone
identified as a resource, I don't know if that add-in is still required.

It is pointless for team members who have no need for Project's
features
to
have the main software on their workstations. Distribution as a PDF is
pretty useless as well as a project's program should be 'live'.
