Project 2000 - Can I lock down cost information in Project from us

Is there a way in project 2000 where team members can use the plan for
updates, but not see actual resource rates/costs? Can I lock down
(passwords?) from users of the project plan? I don't want team members to see
the hourly rates of their fellow team members as this is confidential
information.
