Project: multiple resources no increase in duration

I need to assign multiple resources to some shared tasks. The work is
occuring at the same time but Project is doubling the time duration. (eg. 4
hour meeting with 2 resource groups is showing as 8 hour total duration). i
don't want to have to make resource groups for each possible combination of
resources.
