Andy,
It sounds like you are doing great so far but I'm afraid you will have
to continue the hands-on effort to assign resources. Current versions of
Project do not have a resource assignment wizard and I seriously doubt
that feature will ever be added. Allocating resources to perform tasks
still requires the human touch although in your case, with all resources
being of equal skill (this is the exception to most project plans), a
VBA macro could probably be developed to allocate resources for you.
However there are still issues such as, how would the assignment
algorithm know when to assign a single resource to a task and when to
assign multiple resources. Dumb as we humans may be (strictly speaking
of myself), we can still out-think a computer, most of the time.

Once you have made the basic assignments you can use resource leveling
to refine the plan. Even then, resource leveling is not a panacea. You
will still need to analyze the resulting plan to ensure it makes sense.
