The percentages really represent hours already, or at least their
equivalent. If someone works an 8 hour workday and I assign him 50% to a
task that has 1 days duration, that means I expect him to work on it the
equivalent of a total of 4 hours during the course of that day and I'll let
him pick how he wants to fold it into his other activities. While you can
work directly with man-hours by splitting the screen and assigning resources
in the bottom window, it will probably be far less headaches for you if you
take the hours in the week he would be available for your tasks and divide
that by the total hours he works to come up with a percentage, then set the
maximum allocation for that week to that percentage in the Resource
Information form where you can detail varying availability.

change those hours on a weekly basis instead of using a percentage
available. This is because they're assigned to different projects (software
developers) in the course of a month.
