Links always model the earliest time a task CAN start, not necessarily when
they WILL start. If A->C and B->C, both links SS, both A & B will need to
start before C can start since the first link says the earliest C can start
is when A is underway and and the second link says the earliest C can start
is when B has started. Can't really think of a way to model an either/or
relationship with C starting on the earlier of the two events
