Well, I'm not exactly sure what the issue is here. A few suggestions:
1. You seem to be using Project 2002 (V 10). Good.
2. The Help files are good. But get your organisation to buy for you a
book or two on Microsoft Project. I like the "Inside Project" series
from Microsoft Press. Even better get them to send you on a training
course.
3. Build a model of all the projects in Project. Define the project
plan per the project plans. Baseline it.
4. The import from the people should be limited to only "actuals"
against the plan. You seem to be importing plans and actuals ... I'm
not sure...I conclude this from the nuggets of info you provide. keep
it simple.
5. Clarify and document the report work process with the people working
on projects.
6. Clarify and document your deliverables, e.g. the output of your
analysis. (with this more easy to figure out what you are doing).
