How about one resource pool for all projects and let each individual project
draw from it? That's really the idea behind the pool concept - if resources
are being utilized in multiple concurrent projects, store all the resource
information for the entire organization in one dedicated file. The concept
is borrowed from database management concepts - when at all possible
information should live in one single specific location and any user or
application that needs to use it should connect to and draw from that common
well. As an example, if you have multiple copies of your customer list the
synchronization problems in insuring they're identical is a bightmare.
Instead, your customer list resides on a central server and any application
needing it connects to that source. Same situation presents with resources
in an organization with multiple projects to contend with. Just a thought
