IANAL and don't work for MS but from what I understand, the regular retail
license allows one user per license only, with the provision that you can
install it on one desktop and one laptop for that single user. I am certain
that the retail license does not permit multiple users to work off of the
same license - if you have 5 user installs you must buy 5 licenses. If you
have Project Server, only those users who create and publish the project
plans require full MS Project licenses - each user who accesses the plan on
the server through Web Access and simply views the plan or updates their
hours needs a Client Access License for Project Web Access but do not need
the MS Project software or a license for it. If you need volume licensing
for Project itself I'm sure your MS account rep would be happy to help you
with costs etc.
