can't link a document in the project server 2003 PWA



i just want to link a document to the specific project, when i select
the task and click "link documents", the windows pops up said: " You
have logged on using your project server account, project server
accounts are not automatically given access to documents, risk
.....blablabla"

i googled the solution for this issue, some guy said you must use
windows authentication user to get this access, ok, i go to "admin" and
change my account to use windows authentication, user account:
testsrv2\jeffh, username: jeffh

At the same time, i created a windows administrator user on the server
named "jeffh".

Now i want to use this account to log into the project web access
interface, failed!

i couldn't understand since the project user authentication methods is
the only way to log into the pwa, why microsoft put "Windows
Authentication, using the Windows User Account " on it.

Any one has the same experience could give me some idea, i was stuck in
this project server project almost 1 weeks and really got nuts.
